sitepolicynotagreed when calendar on the front page

      Helo,

      I am getting a really ugly sitepolicynotagreed dialog when my calendar is configured to show up on the whole web site. I would suppose that when the calendar data is loading, an sitepolicynotagreed is throw provoking the dialog to appear.

      I tested that also hapends with the english translation.

      I think that there are two bugs in here.

      First the dialog does not replace correctly the URL on the language string and also the tittle takes the exception name (sitepolicynotagreed). 

      Second the since the calendar is loaded in every page, when you accept the dialog and click on next to see the next policy or the accept policies page, the dialog appears again.

      I would be tempted to suggest that no block should be displayed if the policies has not been accepted and they are mandatory, since I can see that there are multiple error related to this with different blocks.

      I would use this opportunity to review why the dialog don't show the right info because it is not normal that the URL is not replaced properly...
