By default, the h5p_get_content_types_task runs automatically and (so far) has downloaded 20mb of files per site regardless of what permissions the site admin has.

As there's no mechanism to hard-disable scheduled tasks, we've hacked the task's execute method to stop it. It would be much better if we could toggle a CFG setting in config.php that causes the task to do nothing.
