Finding a user by email doesn't work unless the user has set their profile to "Allow everyone to see my email address". The webservice needs an additional permission: moodle/site:viewuseridentity. If this expected behaviour then either the additional permission should be listed as a dependency when adding the function, or the limitation should be documented.
