Let's start with simple and complicated part at the same time. 

We would need to generate SEB config XML from moodle form (quiz setting form).

It should be a new section "Require the use of Safe Exam Browser" - yes/no

If yes, the a list of all available options are displayed see mock-ups in   https://tracker.moodle.org/browse/MDL-64934

Once saved it should generate SEB config file that will be used for SEB integration.
