The forum summary report filters are closed when clicking or hitting enter/space outside of the open filter, but should also support clicking/pressing the button that opened the filter for a second time.

The issue relates to the current handler implementation requring the button to not trigger the close event, as the original 'open' click will trigger the close at the time it is created, so the filter would never be allowed to open.
