5em hard coded 'Actions' column width in question bank does not work in all languages

      Test in Classic and Boost.

      1. As administrator, install some other language pack.
      2. Open a question bank in a Moodle course.
      3. Verify the title of the "Actions" column is not overflowing, and if the browser window is shrinked the question table does horizontally scroll.
      4. Switch to a language in which "Actions" is a longer string, e.g. russian.
      5. Verify the title of the "Actions" column is not overflowing, and if the browser window is shrinked the question table does horizontally scroll.
      6. Go to a quiz edit page.
      7. Click "Add > from question bank".
      8. Verify the table in the modal does not scroll (you see the preview icons to the left hand side).

      The edit column width is aimed to be as narrow as possible. A hard coded 5em width in stylesheets does not work with all languages though.

      To reproduce:

      Open a question bank on a Moodle site with some other languages installed (or go to https://qa.moodledemo.net/question/edit.php?courseid=2)

      Change the language to french, or german.

      Maybe this can be resolved by MDL-66985. I'm pinging you, basbrands.
