The page that links the SCORM pop-up window (/mod/scorm/view.php) includes a CONTINUE button with the next activity name. In this version of Moodle there seems to be a bug in which the next activity link URL is directing users to the next upcoming activity that does not have an access restriction for viewing even though this activity is not next in the sequential order. 

The link is supposed to be directed to the next activity in the course sequence but in this SCORM page it does not.  I do not see this problem with other activity types like pages. 

This was not an issue in 3.4. I do not know if it affected other versions of Moodle
