Add behat testing to the forum summary report basic functionality, including:

1. Unable to navigate to the report as a student.
2. Able to navigate to the report as as a student who has only the view permission, and only able to see own row.
3. Able to navigate to the report as a teacher.
4. Able to view correct columns and data as a teacher.
