Consider removal of events on user deletion

      During the review of MDL-66551, we have considered about removing users events from mdl_event table, however we thought better to just remove subscriptions and create another issue to discuss whether or not those events needs to be deleted.

      The reason to NOT delete is that some of those events might be action events.
