Restrict access isn't working when someone has a system role of course creator but is enrolled into a course as a student.  Works fine when authenticated user is enrolled as a student.

Steps to replicate:

-As course creator; add new course

-Add activity to course

-Add a restriction to the activity

-Enrol another course creator as student

-Access course as that user

-See that restriction not there for that user; can click and do activity
