Steps to reproduce:

1. Login as admin
2. Go to "Site administration / Messaging / Messaging settings" and enable "Allow site-wide messaging"
3. Open the message drawer and search for any non-contact user
4. Click any of the non-contact users in the search results
5. Click the 3-dot menu right of the heading
6. Click add to contacts
7. On the confirmation dialogue click Add
8. The "Contact request send" message should be displayed below the header
9. Click the 3-dot menu right of the heading and select "Block user"

Expected behaviour: The confirmation popup with the "Are you sure you want to block X?" should be displayed.

Current behaviour: The "Contact request send" message is displayed over the popup.
