When viewing a forum that the user isn't able to create a discussion we get Javascript errors in the console.

There are multiple scenarios where this occurs, for example:

• Viewing a Q and A forum as a user that can't create a discussion (e.g. student)
• Viewing an "Each user posts single discussion" forum as a user that has already created their single discussion
