Extend mod_choice to allow group votings

      Dear all,

      in our institution student groups usually need to vote (via mod_choice) on a common topic but are limited to have one vote per group. As far as I know, this is currently not possible without any heavy workarounds in moodle such as cascading access restrictions with many instances of mod_choice.

      It would be great, if mod_choice could be extended to allow a behavior similar to mod_assign's group submissions, where one student provides a vote which is assigned for the whole group, so that nobody else can vote from this group any more. A consent feature, where a majority within the group must support the vote would be great, too.
