Time based unit test failure

      During some early morning dev, I noticed unit test failures with test_chat_core_calendar_provide_event_action_chattime_event_different_timezones 

      The easiest way to replicate would be to set the 

      $hour = 11

      The failure occurs on this line

      $this->assertNull($actionevent11);
