The recently accessed courses block appears to only track accessing courses that the user is enrolled in however it should track access to any course that the user can and has accessed.
For example, the admin user is able to access courses but isn't shown any courses in the recently accessed courses block. Additionally a user with the manager role at the course category level can access the course but it doesn't show up in the recently accessed courses block.
