To reproduce:

1. Create an assignment that accepts online text and/or file submissions.
2. Log in as a student and go to the assignment page.
3. Click on the comments link in the Submission comments part of the page.
4. Expected: The icon should change to indicate that the comment text area has been shown (expanded).
5. Actual: The icon does not change and is rendered as collapsed.
