In light of changes in MDL-65023, we should ensure the messaging controls on a user's profile page are not displayed unless that user can be seen in the messaging search results. For users who are not going to be contactable at all, don't display the links.

In the course contact case: if a student views a course contact's profile page, the messaging links (message, add to contacts) won't be presented, but the profile page is still visible.

MDL-65023 introduces a messaging function which should be used to determine whether one use can see another, specifically in the regards to messaging search results.
