At the moment, the state of the "Add group/grouping access restriction" button is being controlled by the moodle-core_availability-form YUI module instead of the disabledIf mform functionality.

It might be worth investigating to see if it would be more appropriate to change this behaviour and see if we can use the disabledIf/hideIf functionality instead.
