block_starredcourses and messages displays HTML character codes in course title

      Testing scenario 1: courses block

      1. Login as admin.
      2. Create a course with special characters in the title adding, at least, the following characters: ' &  " < and >.
      3. Login as the student enrolled on the course and add the starred courses block to your dashboard.
      4. Star the course you created.
      5. Verify the special characters appear correctly in the starred courses block.

      Testing scenario 2: messaging

      1. Log in as an admin
      2. Create three new users: t1, s1 and s2.
      3. Create a new course and enrol the new users:
        1. t1 as a teacher
        2. s1 and s2 as student
      4. Create a group with these three users and turn on the setting 'Group messaging' and named with special characters: Group & Test *
      5. Log in as t1.
      6. Open the message drawer.
      7. Expand the Group section.
      8. Verify you see the new group
      9. Verify that the special characters display correctly in the name of the group.
      10. Log in as s1.
      11. Open the message drawer.
      12. Expand the Group section.
      13. Verify you see the new group.
      14. Verify that the special characters display correctly in the name of the group.

      The course titles display eg. & instead of just the & symbol in several places like:

      • block_starredcourses
      • messages

      It would be good to review all the places where the course title is displayed with the "translated" HTML symbols instead of the original ones.
