Feedback: Confusing restrictions on page breaks

      It seems that the feedback activity does not allow to add a page break if the are no questions or if the last item is a page break, neither it allows moving a page break to the top. But it simply ignores the action without telling the user, this is can be very confusing for the user.

      Steps to reproduce:

      1. Add a feedback activity to a course.
      2. Go to "Edit questions" and try to add a Page break. See the action is ignored.
      3. Add a numeric question.
      4. Add a page break.
      5. Via drag and drop, move the page break to the top. Check that the page break is now on top.
      6. Refresh the page, or go to another page and go back to "Edit question". See that the page break is not on the top, the move was not really done.
