Remove redundant alt and title from user picture

      Go to a course participants page.

      Inspect the user picture in the top right of the page. Verify it has no alt or title attributes and that it has aria-hidden="true" (not shown to screen readers).

      Inspect one of the participant pictures in the table. Verify it has title and alt set to "Picture of Persons Name". Verify it does not have aria-hidden="true".

      The user picture icon on every page has alt text AND a title which duplicates the alt text. This is also marked as "presentation" role and the users name is already part of the link, so neither are needed.

      Remove the redundant title and alt text from the user picture icon in the top right of every page.
