Testing as part of QA Testing for Moodle 3.6 MDLQA-12747

This test fails on my own Moodle 3.6 test server and on the QA Testing site. The first SCORM created in steps 3 thru 6 initally says "You will be automatically redirected to the activity in X seconds. It then always fails with the message:

Assessment Currently Unavailable

We're sorry for the inconvenience, but the online assessment service is currently unavailable. This temporary unavailability may only last a few minutes and you may click the "Resume Assessment" button below to attempt to resume your assessment. If repeated attempts to resume your assessment fail, please come back at a later time.

Followed by a Resume Assessment button, that does not work.

Steps 7 thru 11 always fail after showing the SCORM table of contents and the message: Activity loading, please wait...
