Can not create a user account anymore if:
-"auto-login guests" setting are ON
-you are currently using guest access
-the site has policies to be accepted

The message is:
No permission to agree to the policies
Sorry, you do not have the required permissions to agree to the policies.
You will not be able to use this site until the following policies are agreed:
without any possibility of de-authenticating as a visitor or agreeing to the policies of the site.

Moreover, at least to me, if the visitor try to view the last policy, it appears twice (overlapped).

Steps:

• vizit the site www.perfmed.ro (or another)

• login as GUEST

• click the account creation button

• entry your age (on page Privacy settings) and go on

• The page will show:
  No permission to agree to the policies
  Sorry, you do not have the required permissions to agree to the policies.
  You will not be able to use this site until the following policies are agreed:
• click "NOTĂ DE INFORMARE" link
• this note will be displayed twice and overlapped
• there is no way to go on (acknowledgement of policies and then creating the account)

It's a bug?
