Topic#0 behaves inconsistently in course format: topics format

      In a course with course format: topics format, Topic0 (The uppermost topic containing the announcement forum) will have no visible title in the course, while being displayed as "General" in the course navigation menu.

      Once a user changes the title of Topic0, it can never revert to this state, instead displaying "General" as a visible title in the course even when it is changed back to its default title.

      This is inconsistent and should be changed.

      Replicate:

      1. Create a new course withformat: Topics format
      2. Display the course: Topic0 will have no visible title, but will show up in the course navigation menu as "General"
      3. Edit the Section name of Topic0 to something other than General
      4. Display the course: Topic0 will display the changed title, both visible on top of the topic and in the course navigation menu
      5. Edit the Section name of Topic0 to be default by deselecting the "Custom" checkbox for Section name
      6. Display the course: Topic0 will display the title "General", both as a title on top of the topic and in the course navigation menu

      -> This is inconsistent and should be changed. #2 and #6 should have the same result, either by making sure that "General" is always displayed as a title on top of topic0, or is invisible again once changing back to default
