In a course with course format: topics format, Topic0 (The uppermost topic containing the announcement forum) will have no visible title in the course, while being displayed as "General" in the course navigation menu.
Once a user changes the title of Topic0, it can never revert to this state, instead displaying "General" as a visible title in the course even when it is changed back to its default title.
This is inconsistent and should be changed.

Replicate:
- Create a new course withformat: Topics format
- Display the course: Topic0 will have no visible title, but will show up in the course navigation menu as "General"
- Edit the Section name of Topic0 to something other than General
- Display the course: Topic0 will display the changed title, both visible on top of the topic and in the course navigation menu
- Edit the Section name of Topic0 to be default by deselecting the "Custom" checkbox for Section name
- Display the course: Topic0 will display the title "General", both as a title on top of the topic and in the course navigation menu
-> This is inconsistent and should be changed. #2 and #6 should have the same result, either by making sure that "General" is always displayed as a title on top of topic0, or is invisible again once changing back to default
