Add user preferences to remember view selections in timeline block

      Behat and unit tests provided 

      Manual test (with both boost and clean):

      1. Login as anyone
      2. Make sure "Timeline" block exists on dashboard
      3. Change the filter/sort options (these are the 2 select fields with a clock icon and a "filter" icon that are part of the "Timeline" block
      4. Remember what the current value of the filter and sort options are
      5. Refresh page
      6. Confirm the filter / sort options match the last value of those settings
      7. Confirm that the list of courses reflects the current filter and sort options

      Add user preferences to remember the last selection the user made on each of the view options, e.g. show last 30 days or last 7 days, view by courses or dates etc
