MDL-60874 implemented a "max users" for the search results for the user enrolment selector. This prevents you from seeing any results until your search becomes specific enough to return 100 users or less. On that issue Klaus mad a comment at the end that you can no longer click to scroll the list of users (which is a very important bug). Because of this bug, this issue is treated as a bug and should be backported.

MDL-62718 implemented a "show more" feature for the auto select widget that the assignment grading user list uses.

This issue is to use the "show more" feature in the user enrolment selector instead of hitting a hard limit and throwing away the search results.
