      Scope:

      • Add the settings pane, but only the privacy controls at the top of the pane.
        • The email notifications stuff will be a follow up MDL.
        • See MDL-63214 for the relevant settings options/web services (get_user_message_preferences() ? )
        • The settings will need to include the option for 'Anyone on the site', if site-wide messaging admin setting is enabled.
