This is a followup of MDL-36255 (originally MDL-21498), where it was detected that some gradebook elements weren't supporting multilang contents properly.

While MDL-36255 was used to fix it for gradebook categories and items, this is about to verify that scales are also working ok for multilang contents and proceed to fix that if needed.
