The display of the question bank UI is designed in quite a modular with, with the display built up from instances of core_question\bank\column_base classes.

However, the only way to control that is by setting $CFG->questionbankcolumns in config-dist.php. It would be better to have this settable through the Moodle admin UI.

This could be a bit like the atto editor setup screen.
