We got some  messages from clients while updating the site regisration. The renew process failed when the admin who renews is not the same who did it earlier.

There are two reasons:

• Primary admin  has changed
• Secondary admin tries to renew registration.

In both situation a  failure is created when trying to confirm regulations from moodle.net
