When the "Policy (tool_policy)" is set as default site handler, there is at least one active policy, the site is configured to allow self-registration (for instance using the "Email-based self-registration") and the following parameters are enabled:

• Auto-login guests (autologinguests)
• Force users to log in (forcelogin)

users can't create new accounts. The following error is displayed: "No permission to agree to the policies".
