I created a choice activity to use for an honor pledge. There was only one choice "I read and understood the honor pledge." The activity was set to be available for one week. The completion settings were set to " Show as complete when user makes a choice".  The next part of the course has restricts access set to "Not available unless: The activity Honor Pledge is marked complete (hidden otherwise)" There were several students who came to my office after the deadline and said they weren't able to complete honor pledge.  I asked if they had read the pledge and understood it. They said yes and I went to the not answered part of the choice and selected their names and made the selection for them. After that they were still unable to see the next part of the course. I had them reload the page, but it still didn't show the choice activity as complete. I had to extend the deadline and they had to go in and make the choice.

Is this the desired behavior of a bug?
