When category is deleted subcategories are shifted to the next higher level

      How it works now

      When a question bank category A with several subcategories (C & D) is deleted, the questions of this category A are saved in another category B. The subcategories C and D are not deleted but become categories themselves. Sometimes they are even spread on different places of the question bank. This behaviour is rather confusing from a user perspective.

      Expected behaviour

      When a category A containing subcategories C and D is deleted

      • either subcategories C and D including their questions are deleted, too (see also [ MDL-61427|http://example.com/]
      • or subcategories C and D are shifted to category B (where questions from category A are saved) toghether with the questions from category A
