EQUELLA: Missing role names at the instance settings form

      1. Go to site administration / Plugins / Repositories / Manage repositories OR search for 'equella' in the site administration's search box
      2. Set the equella repository to 'Enabled and visible'
      3. Enable both checkboxes in the auto redirected config page.
      4. When back in 'Manage Repositories' select Equella's 'Settings' link
      5. Click on 'Create a repository instance' button
      6. Confirm 'Teacher role settings' exist
      7. Confirm 'Manager role settings' exist

      When editing the site-level EQUELLA instance, there is a section for "Default role settings" as well as other sections for other roles. The heading for those sections should read like "Manager role settings" or "Editing teacher role settings" apparently. But the role names are empty so the title just reads "role settings".
