Please fix the issue of gradebook categories not restoring in backup/restore.  Please fix it so that manual items can be carried over in restore as well.

After investigation, this is deliberate behaviour when an activity has been excluded. It seems the fix for this issue is to handle this more smartly, and if the activity removal is non-destructive to the structure, still perform the structure restore.
