Assigning roles at the category level is very useful. However, there are times courses belong in multiple narrow categories and so are best stored in large broad categories.

Being able to assign non-student roles to a user defined selection of courses (as the course/category moving feature currently works) would be useful in such circumstances.

Alternatively, being able to assign roles by tag would achieve the same ends (though would be more complicated).
