Log in as admin

Add a manager user at system level

Go to "site admin > analytics > analytics settings" and enable "onlycli" setting

Go to "site admin > analytics > analytics models"

You SHOULD see a message including a link to the analytics settings page

Log in as manager

Go to "site admin > analytics > analytics models"

You SHOULD see a similar message but suggesting you to contact your admin instead of the link to analytics settings page

As reported by Jake in https://tracker.moodle.org/browse/MDLQA-11581?focusedCommentId=488280&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-488280; manager users get a 'section error' when they click on the link to disable analytics 'onlycli' setting. I propose to introduce a new language string without that link and display it for managers.
