Notifications & Messages popovers: Duplicated tooltips

      1. Apply the patch.
      2. Login as a user, e.g. teacher
      3. Click on the notifications icon in the navbar
      4. In opened panel hover over the icon with the check symbol
      5. => See that there is only one (the default) tooltip
      6. Hover over the cog-icon
      7. => See that there is only one (the default) tooltip
      8. Click on the messages icon in the navbar
      9. Repeat steps 3 - 6 for the messages panel

      Hi,
      we've encountered that when opening the notifications or messages popup and hovering over the checkmark icon or the cog icon, there appear two tooltips:

      This is caused by the set title tag belonging to the link and an additionally added "hover-tooltip" div. Two tooltips showing the same information are not necessary in our opinion and one of them should be deleted.

      Steps to reproduce:

      1. Login as a user, e.g. teacher
      2. Click on the notifications icon in the navbar
      3. In opened panel hover over the icon with the check symbol
      4. => See that there are two tooltips / hints
      5. Hover over the cog-icon
      6. => See that there are two tooltips / hints
