Currently course start and end dates do not include the time even though on creation, a time is added to the database timestamp.  All other date entries include a time entry piece.  It would be consistent to add the same functionality to course dates.  This would also help confusion with time zones where a course might actually start the next day and a course creator would not realize because they have no way of knowing the actual time that the course will start or end.
