When selecting "View all submissions" in assignment, you can choose to sort submissions in several ways and also set filters.

But, when in the next step selecting "Grade for assignment" for a submission, the filter/sort order is broken: When having graded a submission and moving on to next user (Change user) you instead get the default sort order.
