Students receive forum notifications from hidden courses

      The students gets email notifications from forums in hidden courses. This is not expected behaviour.

      To re-create:

      1. Set up a hidden course with test students
      2. Make post in news forum (or other forum with forced subscription)
      3. Check test students email for forum notification.
