Add model actions to clear models' predictions

      1. Go to "Site admin > Analytics > Analytics settings" and disable 'onlycli' setting
      2. Install testanalytics plugin git clone git://github.com/dmonllao/moodle-local_testanalytics.git local/testanalytics
      3. Go to admin/tool/analytics/index.php
      4. Enable "Binary" model if it is disabled and execute "Get predictions"
      5. Open the JS console
      6. Back in admin/tool/analytics/index.php execute "Clear predictions", press "Cancel", nothing should happen, execute "Clear predictions" again and now press "Clear predictions"
      7. You SHOULD see a "No predictions available yet" message in "Binary" model "Insights" column

      delete and clear options already exist in core_analytics\model, would be nice to expose these options in the UI (admin/tool/analytics/index.php), it would require a new action in admin/tool/analytics/model.php.
