I created a course using the core_course_create_courses Webservice.
The course created has one section only, though the default number of sections is 10.

FULL STEPS

1. Set the default number of sections to 10 in the Course default settings page
2. Create a course using core_course_create_courses Webservice
3. Got to the course just created
4. The course has only the default first section even if the default number of sections is 10.
