Initial report

$CFG->alternativefullnameformat allows tags but mod_assign_list_participants does not. It cause invalid response error when teacher view student assignment at grading page.

Current report

We should not allow tags in the settings 'fullnamedisplay' and 'alternativefullnameformat'. Also, when you search for 'alternativefullnameformat' using the admin search you are provided with a description that is incomplete as it assumes you have read the description for 'fullnamedisplay' as well; which is safe to assume if you could only view the two together on the same page, but with search this means its possible for one to show and not the other.
