Can't restore users data if restore_general_users setting is off or if you uncheck users during restore procedure

      Steps to verify:

      1. In General restore defaults turn off the settings restore_general_users
      2. Start the restore procedure of a backup that includes user data
      3. In step 3. Settings include users data
      4. In step 4. Schema users data is not included and you can't do anything to select it

      This is bad because we can't have a default restore settings without user data but to enable restoration of users if needed.

      Another way to verify:

      1. In General restore defaults turn on the settings restore_general_users
      2. Start the restore procedure of a backup that includes user data
      3. In step 3. Settings check that users data is selected
      4. In step 4. Schema users data is included and you can select it
      5. Go previous
      6. In step 3. Settings disable users
      7. In step 4. Schema users data is not included
      8. Go previous
      9. In step 3. Settings include users data
      10. In step 4. Schema users data is not included and you can't do anything to select it again

      Update:

      This is not limited to users, but to all restore settings.
