Enhanced support for chrome mink driver

      In MDL-58948 Mark made Moodle compatible with the mink driver.

      In this issue we'll look at making it easier to use this driver with minimal effort, e.g.

      • Potentially including the driver in our dev depdencies
      • Supporting with $CFG->behat_profiles
      • Supporting with $CFG->behat_parallel_run
