'media' and 'managefiles' buttons do not appear in Atto toolbar in assignment feedback

      When providing feedback to a submission in Assignment's grading screen the Atto editor is displayed to allow the teacher to type feedback.

      However, buttons for media and files are missing. The image button which is in the same group does appear. 

      We have staff that wish to embed video in the feedback and are unable to do this due to the missing buttons.
