Enrol Users button on participants page

      Go to participants page. 

      Verify there is an "Enrol users" button at the top and bottom if you are a teacher.

      Verify there is not an "Enrol users" button at the top and bottom if you are a student.

      Verify the button functions to enrol users in the course.

      Go to participants page.  Verify there is an "Enrol users" button at the top and bottom if you are a teacher. Verify there is not an "Enrol users" button at the top and bottom if you are a student. Verify the button functions to enrol users in the course.

      Add the "Enrol users" button to the top and bottom of the participants page if the current user has the capability to create manual enrolments in the course.
