Remove the "Brief / User Details" functionality from the participants page

      Test 1
      1. Create a course.
      2. Enrol a few students.
      3. Click on 'Participants'.
      4. Ensure you see what was the 'Brief' view (compare on stable if you want).
      5. Ensure there is no drop-down to change to 'User details' view.

      1. Do a grep for 'MODE_BRIEF' and 'MODE_USERDETAILS' and ensure there are no occurrences.

      We are adding functionality from the enrol users page, so we need this space in the UI. This is a pointless feature, everything is available from the profile.

       

      User Story:

       As a user I want to see only UI elements with an important function so that I can find and use the functions I need.
