When a teacher is notified about student submission in the assingment, the link he/she receivers to his/her email contains a link (component mod_assign, string gradersubmissionupdatedhtml);

{$a->username} has updated their assignment submission for <i>'{$a->assignment}' at {$a->timeupdated}</i><br /><br /> It is <a href="{$a->url}">available on the web site</a>.

The link should take you directly to the students submission, at the moment it only takes you to the assingment Grading summary -page where you have to manully find the student in question by either selecting "view all submissions" or "Grade"
